Quebec’s health & safety rules changed in 2025
On October 1, 2025, Quebec’s modernized prevention regime — the LMRSST — came into force for every sector, not just construction and heavy industry. For most community organizations, that means new obligations that are already in effect.

What’s now required
If your organization has 20 or more workers — and most band offices, schools and health centres do — three things are now expected to be in place:
A health & safety committee
Active and structured — not just names on a list.
A safety representative
Chosen by the workers, with time and training to do the job.
A prevention program
Written and current — covering psychological health too, not just hard hats.
Plenty of good organizations are missing one or two of these. It’s rarely unwillingness — usually nobody had the time, or the structure was never built. That’s exactly the work we do.
